Ilia Lioutov is an air transport economist with in-depth expertise in economic and financial performance of airports and is currently a Senior Expert, Airport Economics and ESG at Airports Council International (ACI) Asia-Pacific and Middle East. Ilia is instrumental in developing ACI policies in the domains of economic regulation and aeronautical charges, privatization and public-private partnerships, non-aeronautical revenues and activities, taxation and ESG transformation. His core responsibilities include formulating advocacy strategies at national and international level and representing the airport industry interests within political, economic, and regulatory institutions.
In addition to advocacy, industry representation and stakeholder management, Ilia has an extensive analytical background and is a contributor to ACI publications and the series of policy briefs on various topics including private sector participation, airport business models, economic impact assessments, taxation, and industry crisis management. Ilia is the former secretary for the ACI sub-committee on non-aeronautical revenues and activities (ANARA) and is a former ACI Global Training faculty member.
